In 1916 Kennard Thomson, an urban planner working for the city of New York, submitted a proposal for a massive engineering project that would fill in the East River to merge Brooklyn with Manhattan! There were also similar plans in 1934 to fill in the Hudson River, connecting New York and new Jersey.
